1. OUR HARINGEY GIVING APPEAL


Please help us reach our new target of £5,000 for Haringey Giving, a fund managed by people in the Haringey community and endorsed by Haringey Council, which is supporting the borough’s most vulnerable people and community initiatives in response to the Covid-19 crisis.

2. HARINGEY & LONDON RESPONSE UPDATE


2.1 Parking Enforcement set to resume imminently
 
Haringey Council have announced that parking enforcement is set to resume in a phased approach starting this week:
  • From this week, residents can expect  to receive a warning notification – on vehicles and via email – with  information about when enforcement will commence, and the steps they  need to take to ensure their parking permits are up to date.
  • Week 22 June: information posters about the restart will be placed in town centres  and next to pay-by-phone bays. Warning notices about the restart will  continue to be shared on cars. Information about the availability of a  new one-day £15 parking charge will also be shared.
  • Week 29 June: The new one-day £15 parking charge comes into effect and most parking  contraventions will be enforced. Enforcement of loading bays, temporary  traffic orders and suspended bays will also begin.
  • Monday 6 July: Full enforcement will resume on the 6 July. This includes the restart  of Penalty Charge Notices (PCN) enforcement of permit bays, shared-use  and pay by phone bays and public car parks.
Therefore please ensure any expired permits are renewed before the 6th July, and visitor permits are used in line with the dates above.

2.2 Haringey’s Discretionary Grant Fund

Haringey’s Discretionary Grant Fund is now open for applications until midnight on Sunday 28 June 2020.

The Discretionary Grant Fund is aimed at small and micro businesses who were not eligible for the Small Grant Fund or the Retail, Leisure and Hospitality Fund. 

Business groups eligible to apply are:
  • Small businesses in shared offices or other flexible workspaces which do not have their own rates assessment
  • Regular market traders with fixed building costs such as rent, who do not have their own rates assessment
  • Bed and Breakfast which pay Council Tax instead of business rates
  • Charity properties in receipt of charitable business rates relief which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief
  • Childcare nurseries with rateable value, annual rent or annual mortgage up to £51,000

2.3 Safer Streets for walking and cycling, and supporting local businesses

We continue to push for safer streets, and new emergency infrastructure such as reduction in speed limits, pavement widening, temporary cycle lanes and filtering roads so cars can travel to, but not through, busy rat-runs. This is vital in aiding social distancing and creating safe spaces for travel, with public transport capacity severely reduced.

We are also calling on the councl to create additional outside space through pavement widening for our hospitality businesses such as cafes. This additional space could be used for more tables and chairs, as the restrictions imposed by the government on these types of businesses means the number of patrons they can cater for indoors is drastically reduced. We also want to see a reduction in the license fees that business would have to pay to the council for outside tables and chairs so that they don't have an additional cost imposed.

It is vital these sorts of measures are quickly introduced if our local business are going to survive, and hopefully bounce bank to previous levels. High Streets are the hearts of many of our communities in Haringey, and Haringey Council must do everything it can to support them.

2.4 Staying safe during Black Lives Matter protests

In solidarity with the Black Lives Matter movement, residents have been taking part in kneels across Haringey. Whilst having the kneels at different locations would allow for people to social distance, we would like to remind protesters to ensure they keep 2 metres from other protesters, wear a mask, take some gloves and hand sanitizer.

2.5 Haringey Council's guide for safely reopening businesses

Many retail businesses are now allowed to reopen (from 15 June onwards) but shops cannot operate in the same way they did before. Every business must make sure they are COVID-19 secure and can maintain social distancing before they reopen.

This booklet will support your business to reopen safely.


2.6 Shop safely, shop locally

Thank you to everyone who has visited Haringey's high streets and shopped safely. It is vitally important that we continue to suport our local businesses during this incredibly difficult time.

Local retailers across Haringey are working hard to make sure they are COVID-19 secure. Many of these measures you will be already familiar with and include:

  • Reduced numbers of customers in the store
  • Queuing systems outside the store
  • Floor markings inside and outside of stores to support you to social distance
We all need to work together to make our high streets and local town centres places that the community feel safe and secure returning too. Retailers can’t do it alone. Please make sure that you follow social distancing rules, only touch what you are going to buy and try to shop alone.

2.7 Help keep our streets clean during COVID-19

Haringey Council enforcement officers are still working hard to keep our streets clean during the coronavirus pandemic and will take action against anyone who is caught fly-tipping.

But the council also needs the help of residents to identify individuals who continue to blight our streets in Haringey. CCTV cameras help the council pick out incidents across the borough and videos of these instances are posted on Haringey's Wall of Shame page.

In the latest video the council show fly-tipping that has taken place in Woodside Gardens, Etherley Road, Brook Street and Mafeking Road and they need your assistance to pick out the individuals who have been caught on camera. You can view it here: https://youtu.be/OdqeYNL8K9Q

If you recognise anyone please contact Harngey Council by emailing wallofshame@haringey.gov.uk and you can also help the council keep streets clean by reporting someone for dumping rubbish.


2.8 A new FREE Mental Health Crisis Helpline 0300 0200 500

Set up by Barnet, Enfield and Haringey Mental Health Trust (BEHMHT), residents can call this number to get help or advice in a crisis from trained mental health advisors and clinicians, 24 hours a day, 7 days a week, 365 days a year.

2.9 Celebrating Haringey’s unsung Heroes

Do you know someone making a difference in the community during the coronavirus pandemic?

The Mayor of Haringey, Sheila Peacock has announced a new ‘Haringey Heroes Awards’ to celebrate Haringey’s unsung heroes. To find out more or make your nomination, click here.


2.10 Local Food Banks still require urgent donations

Food banks continue to support residents across the borough and are seeing supplies running desperately low. If you are able to support them please consider doing so.

Muswell Hill Foodbank (The Trussell Trust)
  1. If you need food
    • The Muswell Hill Foodbank on Pembroke Road is open on Mondays, Wednesdays and Fridays. You will need to get a  voucher from one of the Referral Agencies (Citizens Advice, Social Services, Job Centres, some schools and doctors surgeries and other local charities) before going to the foodbank. Strict social distancing is in place to ensure the safety of clients and volunteers.
  2. The foodbank urgently needs donations

2.11 Volunteering opportunities for local residents

Our voluntary organisations are working under huge pressure and looking for more help from the community:
2.12 Telephone befriending service

Staying at home can be lonely and it can be difficult to connect socially. As the lockdown continues this become ever more difficult for some of our residents.

Haringey Reach and Connect offer free calls to people in Haringey who would like to receive regular weekly calls from a friendly and supportive volunteer. The calls last approximately 30 minutes, and take place on the same day, at the same time, each week.  

They match older people and volunteers carefully, to ensure they have some common interests and friendships are reviewed regularly, to ensure that both parties find them enjoyable.

4. NATIONAL RESPONSE UPDATE

       
4.1 Single adult households can now form ‘support bubble’

From last weekend (13 June), single adult households in England have been be allowed to form a ‘support bubble’ with one other household. The new government guidance applies to adults living alone, or single parents with children under 18. 

All those in a support bubble are able to spend time in each other’s household, including overnight, and act as if they live in the same household - they also do not need to stay 2 metres apart.

The changes have been introduced to support the loneliest and most isolated people during lockdown and will help to provide extra support to some of those most impacted by social distancing restrictions. If any member of the support bubble develops symptoms, all members of the bubble will need to follow the normal advice on household isolation.

4.2 Face coverings to become mandatory on public transport

Government guidance says: “From Monday 15 June, it is mandatory for passengers to wear face coverings when using public transport in England. This includes when travelling on buses or coaches, trains or trams, aircrafts or ferries. Exemptions will include young children, disabled people and those with breathing difficulties. Wherever possible people should continue to avoid public transport and walk, cycle or drive, but for some people this may not be an option.”

4.3 NHS Test and Trace

The government has published new guidance for people who have been notified by NHS Test and Trace that they are a contact of a person who has had a positive test result for COVID-19.

The guidance explains what you should do if you are notified, and you do not live with that person.


4.4 NHS Test and Trace - how to report a scam

In order to keep yourself safe it is important to remember that NHS Test and Trace will never ask you for financial details, to make any form of payment, details about your bank account or PINs or passwords. They will also never visit your home.

We encourage anyone with concerns about a phone call, text message or email they have received, in relation to Test and Trace, to check the website address being provided to you carefully. You will not be asked to access any website that doesn’t belong to the Government or NHS.

Please report any scam emails, phone calls, texts or social media messages relating to Track and Trace to Action Fraud on 0300 123 2040 or via the Action Fraud website.
 

4.5 Flexible Furloughing from 1 July

From 1 July, employers will have the flexibility to bring back their furloughed employees for any amount of time and any shift pattern. They will be able to claim the furlough grant for the proportion of the employees’ normal hours they are not working. Employers must pay their employees for the hours they are working, subject to their employment contract, and will be required to report data on hours worked by an employee and the usual hours an employee would be expected to work in a claim period under the scheme for furloughed employees.

As a result, from Wednesday 1 July, there will be no minimum furlough period; that is, no minimum amount of time that an employee can be on temporary leave. This is a change from the previous version of the scheme, when the minimum period for which an employee could be furloughed was three weeks. However, any furlough arrangement agreed between employer and employee and reported in a claim to HMRC must still cover a period of at least one week.

To enable this change on 1 July, the CJRS will be closed to new entrants on 30 June. This means employees furloughed for the first time must have been placed on furlough on or before Wednesday 10 June to access flexible furlough, allowing for the three week minimum period to have been completed by 30 June. All employers planning to claim a grant from 1 July must have completed their first claim (for the period ending 30 June) by Friday 31 July.

4.6 Self-Employment Income Support Scheme – new guidance

The SEISS will be extended and eligible individuals could now qualify for a second and final grant. The SEISS opened on 13 May and eligible individuals will still be able to apply for the first grant until 13 July. This is a taxable grant worth 80 per cent of average monthly trading profits, paid out in a single instalment covering three months’ worth of profits, and capped at £7,500 in total. Those eligible have the money paid into their bank account within six working days of completing a claim.

The extension of the SEISS now means eligible individuals whose business is adversely affected by coronavirus will be able to claim a second and final taxable grant when the scheme reopens for applications in August. Individuals will be able to claim a taxable grant worth 70 per cent of their average monthly trading profits, paid out in another single instalment covering three months’ worth of profits, and capped at £6,570 in total. This is in line with changes to the CJRS as the economy reopens and the eligibility criteria remain the same for this final grant.

An individual does not need to have claimed the first grant to receive the second grant: for example, they may only have been adversely affected by coronavirus in this later phase.

4.7 Help for parents

We know parenting can be challenging, and that the coronavirus pandemic has added an extra layer of complexity that hasn’t been easy to navigate for many. 

Tavistock and Portman NHS Foundation Trust has created two videos, ‘Connecting Well’ and ‘Coping Well’ to support parents of children and young people at this time. 

The short videos, led by renowned consultant child psychologist Laverne Antrobus, provide advice and guidance, including around key sticking points that parents may have at this time - such as, finding routine, managing screen time and getting good rest during lockdown.


4.8 Ban on evictions extended

The government has announced that it will be suspending evictions from social and private rented accommodation by a further two months.

Renters will not be evicted from their home during the summer as the pandemic continues, and it has also been confirmed that eviction hearings will not be held in courts until 23 August.

4.9 Fire safety advice for businesses

If you are thinking about reopening your business, or you are a responsible person for a larger organisation then you need to consider your emergency evacuation plan in light of Covid19 arrangements and social distancing. The Emergency Evacuation Plan for your premises needs to be reviewed to ensure that it aligns with your reviewed Fire Risk Assessment and current staffing levels for the building.

A fire risk assessment is vital to your business’ safety, and a legal requirement. It allows you, the responsible person, to ensure the safety the people you are responsible for. It also potentially reduces the effect of a fire on your premises and any stock, keeping your business safe.

4.10 Places of worship

The government recently announced that places of worship across England will be permitted to reopen for individual prayer only, from Monday 15 June.

It is important to note that communally-led prayer is still not permitted. Group worship or devotion such as services, evensong, informal prayer meetings, Mass, Jummah or Kirtan will not be possible at this stage.

Individuals praying in places of worship will still be required to adhere to social distancing guidance.

New information will be published in due course to ensure the limited re-opening of places of worship can be done safely.


4.11 Support for the bereaved

A number of regulations have changed as we continue to move through the coronavirus pandemic.
Updated guidance has been published by the government to help families, friends and next of kin as they make important decisions around a bereavement.

These include the number of people who can attend a funeral, the support that is available and the timing of when this can take place.
